China & the IEA Solar Heating and Cooling Programme Benefit from Collaboration

In 2012, China joined the IEA Solar Heating and Cooling (SHC) Programme. China represents 60% of the global solar thermal share, which means China’s participation brings the world’s largest solar thermal market to the SHC work. As China is not an OECD country, Chinese solar researchers are not very familiar with the SHC Programme and this collaboration is creating a path to bring the work of the SHC Programme much closer to China. In the past two years, 11 Chinese organizations have joined four SHC Tasks (another name for projects) and are contributing to the work of Task 43: Solar Rating and Certification Procedures, Task 45: Large Scale Solar Heating and Cooling Systems, Task 48: Quality Assurance & Support Measures for Solar Cooling Systems, and Task 49: Solar Heat Integration in Industrial Processes. Participants in these Tasks include experts from research institutes, manufacturing, universities and testing centers.

For China, participation in the SHC Programme is bringing the Chinese solar industry onto the global stage through the collaborative work, the election of the Chinese Executive Committee member as a SHC vice Chair, and the hosting of the SHC 2014 Conference in Beijing. In China, this collaboration has led to new ventures with European and other Asian countries as well as a new solar thermal research program, and the growing cooperation with solar businesses.

Since joining the SHC Programme some changes have also taken place in the trends of Chinese solar thermal market. For the solar thermal products, although the compact solar water heater still holds the largest share of the market, the growth trend is gradually slowing down. As a result, with the increasing application in buildings, more and more manufacturers are shifting their focus to the split indirect solar water heating system. For the solar thermal applications, this international collaboration with IEA-SHC has brought new development ideas for Chinese solar thermal market through the international technical exchanges. In 2012 the Chinese solar association visited Denmark to learn more about solar district heating applications. And today, the development of large-scale solar district heating systems and solar cooling systems is booming in China. One example is the solar district heating system with seasonal storage system in Hebei province. The system has 11,600 m2 collector area and over 20,000 m3 water tanks, which can supply space heating and domestic hot water for buildings over 480,000 m2. Another example is the solar district heating and cooling system being constructed in Xinjiang, which has a 16,000 m3 pit storage and 13,000 m2 collector areas. This system will supply space heating and cooling for four groups of office buildings. For the future of solar in China, the solar district heating and cooling, solar cooling system applications in low energy building will play a key role.

To sum up, China & the IEA Solar Heating and Cooling Programme benefit from the collaboration. The IEA-SHC is bringing an international perspective to China. Meanwhile, the huge market potential in china contributes to a growing passion for solar thermal throughout the world.

中国和国际能源署太阳能供热制冷委员会间互利共赢的合作

2012年,中国,占全球太阳能热利用市场约60%份额的国家,正式加入国际能源署太阳能供热制冷委员会(以下简称“IEA-SHC”)。IEA-SHC现有的20个成员国多为经合组织(OECD)国家,而中国作为发展中国家,并不是经合组织成员,因此,中国的太阳能研究人员对IEA-SHC的工作并不是十分熟悉。中国正式加入IEA-SHC后,为IEA-SHC带来了世界上最大的太阳能热利用市场,扩大了IEA-SHC的研究范围。在过去的两年中,来自科研院所、制造业、大专院校和检测中心等11个机构的多名专家作为中方代表先后参与了IEA-SHC的四项Task研究(Task,IEA-SHC的研究工作以Task的形式开展):Task 43:太阳能评级和认证方法;Task 45:大规模太阳能供热空调系统;Task 48:太阳能空调系统的质量保证和支持措施;Task 49:太阳能系统工业生产中的应用,为IEA-SHC在全球的太阳能技术研究工作做出了贡献。
 
对中国而言,加入IEA-SHC为中国的太阳能行业提供了一个新的世界平台。通过担任IEA-SHC的副主席,参与各项合作研究以及举办国际太阳能供热制冷大会(SHC 2014)等活动,为中国国内的研究机构创造了与欧洲以及其他亚洲国家的合作机遇,目前已有多项太阳能热利用研究项目及商业合作正式签约实施。
加入IEA-SHC后,中国太阳能热利用市场发展的方向也发生了一些改变。在产品方面,受欧美太阳能市场的影响,虽然传统的紧凑式太阳能热水器仍然占有最大的市场份额,但增长趋势已不明显,为顺应太阳能热利用技术与建筑结合的发展趋势,分体式太阳能热水系统成为越来越多生产企业的主导产品。在工程应用方面,由IEA-SHC带来的国际技术交流为国内市场引入了新的发展思路。2012年中国太阳能协会访问了丹麦,对太阳能区域供暖项目进行了考察。此后,大规模太阳能区域供暖系统和太阳能空调系统开始在中国快速发展。例如,河北省某高校采用了太阳能季节蓄热供暖系统,该系统太阳能集热器面积为11,600 m2,蓄热水箱体积超过20,000 m3,可满足480,000m2建筑群的供暖和生活热水需求;新疆的某太阳能集中供热空调系统正在建设中,该系统计划采用9,500 m2的太阳能集热器,设置16,000 m3地下蓄水池,将为四个办公建筑群区域供热供冷。展望太阳能未来的发展趋势,太阳能区域供热空调系统及应用太阳能热利用技术的低能耗建筑将会是中国市场的重点。
总而言之,与国际能源署太阳能供热制冷委员会的合作使中国与IEA实现了互利共赢,IEA为中国带来了国际化的视野和技术导向,而中国的巨大市场潜力将激发全世界对太阳能热利用的发展热情。
